NELSON COUNTY SOCIAL SERVICES BUILDING

Sealed Bids on the referenced project will be received in the office of the Nelson County Board of Supervisors 84 Courthouse Square, Room #435, Lovingston, VA 22949 until June 26, 2025 at 2:00 pm (EDT) and held in a sealed envelope for 24 hours until June 27th, 2025 at 2:00 pm (EDT) then publicly opened, read aloud thereafter and recorded.
Bids may be withdrawn in accordance with the Code of Virginia §2.2-4330(a) Procedure (1). The Nelson County Board of Supervisors reserves the right to reject any and all bids in whole or in part, waive any and all informalities, and disregard all nonconforming or conditional bids or counterproposals.
The project generally includes: The project consists of redevelopment of approximately 1.6 acres of land and building at 37 Tanbark Plaza, Lovingston, Virginia in order to construct a new Social Services office building of approximately 9,400 square feet of gross floor area. The project includes demolition of the existing building, foundations, sign, paving and utilities as indicated. The project also includes the removal of asbestos according to a hazardous material management plan described in the Project Manual. The project also includes site work to create a new parking lot and circulation system on the site and related site improvements. In addition, there are improvements along the Right of Way along Main Street adjacent to the site. The County owns a separate site at 335 Callohill Drive, Lovingston, Virginia which will be made available for the use of storing materials and equipment related to the project during the project.
On May 16th, 2025 and thereafter, bidding documents will be published on the Commonwealth of Virginia Electronic Procurement Website known as EVA at https://eva.virginia.gov/index.html. Bidding Documents will consist of a set of drawings dated March 10, 2025 and a Project Manual dated March 10, 2025. A copy of the bidding documents will also be available at the office of the County Administrator 84 Courthouse Square, Lovingston, VA 22949 and the Building Inspections Office, 80 Front Street, Lovingston VA, 22949. A mandatory pre-bid conference will be held on May 28, 2025 at 2:00 pm (EDT) in Room #420, the Board of Supervisors Room of the Courthouse in Lovingston, VA 22949. A site visit will follow. Bids received from Contractors who did not attend the pre-bid conference will be returned unopened.
Bids shall be accompanied by a certified check, cash or an acceptable bid bond in the amount of five (5) percent of the base bid for all bids over $100,000.
Bidders must be licensed Class A contractors in the Commonwealth of Virginia in accordance with Title 54.1, Chapter 11 of the Code of Virginia as amended; and meet requirements of Title 2.2, Chapter 43, Paragraph 2.2-4311, Employment Discrimination Prohibitions, Paragraph 2.2-4312, Drug Free Workplace, 2.2-4311.1 Compliance with State and Local Immigration Laws, and 2.2-4311.2 Compliance with State Law; Foreign and Domestic Businesses Authorized to Transact Business in the Commonwealth.
The contract will be awarded on a lump sum base bid to the lowest, responsive and responsible bidder. The Nelson County Board of Supervisors reserves the right to award the contract in whole or in part. Nelson County is an Equal Opportunity Employer.
The County intends to use the OWNER-CONTRACTOR AGREEMENT and GENERAL CONDITIONS OF THE CONTRACT FOR CONSTRUCTION provided in the Project Manual. The construction time from Notice to Proceed to achieve Substantial Completion is Five Hundred Twenty consecutive calendar days (520 days) and Final Completion is to be achieved Thirty consecutive calendar days (30 days) following Substantial Completion. Liquidated Damages of One Thousand One Hundred Dollars ($1,100.00) per day will be charged to the Contractor for failure to complete the work of the contract within the time provided for Substantial Completion and/or Final Completion.
Modifications to Bids must be received by the County at the address where bids are to be submitted in writing in a sealed envelope and signed by the same individual submitting a bid prior to the Bid Opening. Any modification received in any other form will be not be considered. Any modification received after the bid opening will be invalid, rejected and not opened.
Bidders are notified that if the bidder has made an error in the bid submitted, that such error may be submitted along with information substantiating the error prior to the indicated time for the opening of bids at the same address where bids are to be submitted. Any error submitted after that time will be invalid, rejected and not considered.

The County of Nelson is seeking to enter into a services contract with a qualified service provider to implement the County’s action plan, funded by a FEMA Grant, to replace standby generators at fire/EMS stations.
The County will utilize the provisions in Section 2.2-4302.2 of the Virginia Public Procurement Act (VPPA) regarding Competitive Negotiation to obtain these services.

The County of Nelson is seeking to enter into a services contract with a qualified service provider to implement the action plan from the GO Virginia Wine Planning Grant to drive exports in GO Virginia Region 9 into the traded sector. Other funding sources for recommendations will be sought during the two year grant period. A contract will not be negotiated if the funds are not allocated from GO Virginia.
The County will utilize the provisions in Section 2.2-4302.2 of the Virginia Public Procurement Act (VPPA) regarding Competitive Negotiation to obtain these services.

In accordance with the State Code of Virginia 1950 as amended, Chapter 43, Virginia Public Procurement Act, §2.2-4300 et seq., Nelson County is soliciting sealed proposals from qualified firms for the purposes of entering into a contract through competitive negotiations for the professional services of a licensed firm, authorized to do business in the Commonwealth of Virginia, with experience in performing the General Reassessment of Real Property as provided in the applicable laws of the Commonwealth of Virginia.

The County of Nelson is seeking to enter into a services contract with a qualified service provider to generate an action plan with related recommendations for addressing gaps to expansion or driving exports in GO Virginia Region 9. The report will articulate the gaps that existing wineries face to expand and drive exports, including supply chain issues. The report will include recommendations for future grant funding opportunities, including GO Virginia, as well as grant leaders and partners.
The County will utilize the provisions in Section 2.2-4302.2 of the Virginia Public Procurement Act (VPPA) regarding Competitive Negotiation to obtain these services.

Nelson County Courthouse – Termite Damage Repair

Sealed Bids on the referenced project will be received in the office of the Nelson County Board of Supervisors 84 Courthouse Square, P.O. Box 336, Lovingston, VA 22949 until 2:00 PM, local prevailing time, April 19, 2022 and then publicly opened thereafter.
Bids may be withdrawn in accordance with the Code of Virginia §2.2-4330(a) Procedure (1). The project generally includes termite damage repair of an approximate 10 ft. x 12 ft. area which will require the following: protection of the utilities (cables, conduit, piping, ducts, etc.) in the area, excavation including removal and disposal of soil to a solid subgrade, forming the sides of the footing and placing reinforcing steel, placing concrete in the footing, sistering to existing floor joists, installing adjustable pipe columns under each joist and leveling the floor, and installing subfloor to match existing subfloor.
