A. Ordinance O2026-03 – Amendment to Chapter 4, Buildings, Article 2 Building Code
The purpose of these amendments is to increase the permit fees in Sec. 4-29 and update the language throughout the section.
B. Ordinance O2026-04 – Amendment to Chapter 6, Licenses, Permits and Business Regulations, Article I In General
The purpose of these amendments is to update the amusement device types and increase the amusement device inspection fees in Sec. 6-4. There is a new fee for re-inspections. These fees are to defray costs of administrative and enforcement activities performed by local government personnel including processing permits, inspecting amusement devices, posting inspection labels, etc. A definition for “amusement device” has also been added to this section.
C. Ordinance O2026-05 – Amendment to Chapter 9, Appendix A Fees (R2026-71)
The purpose of these amendments is to increase the land-disturbing permit fees for Agreements in Lieu of E&S plans for up to two (2.0) acres of land disturbance in Appendix A and the addition of a new fee of $75.00 for site visits related to complaints.
D. Amendment of FY2026-2027 Budget That Exceeds the Statutory Limit of One Percent (R2026-71)
Consideration of a proposed FY2026-2027 Budget Amendment that provides for the 2026 Larkin Property purchase in the amount of $8,925,000, the optional re-financing of the 2022 Larkin Property purchase in the amount of $2,600,000, and the loan to Nelson County Service Authority for Wintergreen Wastewater Treatment Plant DEQ Consent Order Costs in the amount of $3,100,000. This total proposed budget amendment exceeds the statutory limit of one percent of the total expenditures shown in the currently adopted budget that can be approved without first holding a public hearing.
