Sealed Bids on the referenced project will be received in the office of the Nelson County Board of Supervisors 84 Courthouse Square, P.O. Box 336, Lovingston, VA 22949 until 2:00 PM, local prevailing time, April 19, 2022 and then publicly opened thereafter.

Bids may be withdrawn in accordance with the Code of Virginia §2.2-4330(a) Procedure (1).  The Nelson County Board of Supervisors reserves the right to reject any and all bids in whole or in part, waive any and all informalities, and disregard all nonconforming or conditional bids or counterproposals.

The project generally includes termite damage repair of an approximate 10 ft. x 12 ft. area which will require the following: protection of the utilities (cables, conduit, piping, ducts, etc.) in the area, excavation including removal and disposal of soil to a solid subgrade, forming the sides of the footing and placing reinforcing steel, placing concrete in the footing, sistering to existing floor joists, installing adjustable pipe columns under each joist and leveling the floor, and installing subfloor to match existing subfloor.

On April 8, 2022 and thereafter, bidding documents may be examined at the office of the Nelson County Administrator 84 Courthouse Square, Lovingston, VA 22949 and will be posted on the Nelson County website at https://www.nelsoncounty-va.gov – RFPS & Invitations to Bid.  Bidding documents may be obtained from the Nelson County Administrator’s Office and may be picked up, received by mail or freight, or emailed electronically upon request. Bids shall be accompanied by a certified check, cash or an acceptable bid bond in the amount of five (5) percent of the base bid for all bids over $100,000.

Bidders must be licensed contractors in the Commonwealth of Virginia in accordance with Title 54.1, Chapter 11 of the Code of Virginia as amended; and meet requirements of Title 2.2, Chapter 43, Paragraph 2.2-4311, Employment Discrimination Prohibitions, Paragraph 2.2-4312, Drug Free Workplace, and 2.2-4311.1 Compliance with State and Local Immigration Laws.

Tourism Marketing RFP

Purpose of Work:

The County of Nelson is seeking to enter into a services contract with a qualified service provider, and/or multi-disciplinary firm or team to conduct and assist with the development of a tourism marketing plan.

This document will serve as a plan to further develop the existing tourism marketing program. The plan will serve to promote Nelson County to new audiences using new platforms and advertising methods.

The process must ensure that the final document reflects the desired vision for Nelson as determined by the citizens, appointed and elected officials, and other stakeholders through community participation (limited to certain requirements listed in any existing deeds). Service providers must be familiar with rural County tourism promotion and the challenges involved.

The County will utilize the provisions in Section 2.2-4302.2 of the Virginia Public Procurement Act (VPPA) regarding Competitive Negotiation to obtain these services.

Proposals will be received until 2:00 pm Friday, February 28, 2022.

  • Cost estimates for the provision of noted services and a fair approximation of the final cost of services, as well as considerations for reducing costs by utilizing existing local resources.
  • A work plan that specifically addresses all elements in the Scope of Work described below including a project schedule of required and recommended tasks and milestones.
  • Supporting Information (Optional). Provide other supporting information you feel may help us further evaluate firm qualifications and fit for completing the market study and sales gap analysis

Period of Performance:

The time period for the work described in the scope is approximately 6 months from issuance of Notice to Proceed.

Scope of Work:

The service provider will be responsible for providing the following scope of services to develop a tourism marketing plan. Nelson County Economic Development and Tourism will liaison with the selected service provider and provide direction, data, logistical, and other support as needed.

Development of a tourism marketing plan:

  • Prepare a program of work that will assist the County in developing plans for tourism marketing.
  • Prepare data collection reports that analyze the success of the plans.

Evaluation Criteria:

Each proposal will be evaluated based upon the following published criteria, including compliance with the RFP instruction and the mandatory terms and conditions set forth within the RFP document.  The objective of the evaluation will be to select the service providers who, in the sole discretion of the County, offers the best value and fit for the needs of the County.  In lieu of a numerical scoring system, the County shall use a qualification based selection process in accordance with the VPPA, and each proposal will be evaluated on the following criteria:

  1. Project Understanding: The proposal demonstrates that the consultants understand the needs and priorities of the County.
  2. Approach and Methodology: The proposal demonstrates that the consultant team has a well-developed plan to satisfy all items in the Scope of Work.
  3. Experience and Qualifications: The members of the consultant team and any sub-contractors possess the necessary skills and experience to successfully complete the Scope of Work.
  4. References: The consultant team is able to demonstrate that is has successfully completed similar projects for previous clients.
  5. Cost: The proposal includes reasonable details of cost estimates broken out by project task and deliverables.

The County reserves the right to waive any proposal informalities, reject any proposals submitted or cancel this solicitation.  The County will rank the proposals and will select two or more offerors deemed to be fully qualified and best suited among those submitting proposals for negotiation, with or without interviews.

The plan will guide the future enhancement and development of outdoor recreational spaces with an emphasis on blueways and trail development, to include situational and preliminary infrastructure analysis, community and visitor needs assessment, connectivity with regional stakeholders, placemaking and wayfinding concepts and identification of funding opportunities and economic benefits. The County’s RFP also proposes to utilize the selected firm to provide general AE services to the County for studies, smaller scale projects and services requiring consultation with an AE professional.  The RFP further anticipates contracting with the selected firm on a recurring annual basis for up to five years.

 Nelson County, Virginia (The County) is seeking qualified companies to submit bids for mowing and trimming services to be provided from April 1, 2022 – October 31, 2022.  The scope of this work includes mowing and trimming lawns at the following County property sites:

Bids may be submitted for the following locations as specified on the Bid form:

  • Courthouse Complex – includes Courthouse Building Complex and parking areas, E911 Dispatch Center, Sheriff’s Dept., and prior Nelson County Health Dept. site.

Blue Ridge (Crozet) Tunnel Rehabilitation & Trail Project – Phase 3

Sealed Bids in duplicate on the referenced project will be received in the office of the Nelson County Administrator, 84 Courthouse Square, P.O. Box 336, Lovingston, VA 22949 until 2:00 PM, local prevailing time, Wednesday, July 17th, 2019 and then publicly opened thereafter.

Bids may be withdrawn in accordance with the Code of Virginia §2.2-4330(a) Procedure (1). The Nelson County Board of Supervisors reserves the right to reject any and all bids in whole or in part, waive any and all informalities, and disregard all nonconforming or conditional bids or counterproposals.

The project generally includes the Construction of Blue Ridge Crozet Tunnel Rehabilitation and Trail Construction Project. The Contractor will furnish materials and perform the work for Phase 3 of the Construction of Blue Ridge Crozet Tunnel Rehabilitation and Trail Construction Project. Phase 1 of the project was completed several years ago under separate contract. Phase 2 is currently under construction for the repair and rehabilitation within the Crozet Tunnel.

Phase 3 includes the western trail, western trailhead, and surfacing of the eastern trail between the trail head and the easterly portal. This work includes the following project elements: clearing and grubbing, installation of storm water pipe, temporary silt fencing, inlet and outlet protection, regular and borrow excavation, installation of aggregate and asphalt concrete, fencing, construction signs, mobilization, construction surveying, installation of landscape, and signage. The construction of Phase 3 will represent the completion of the project.

Box 336, Lovingston, VA 22949 until 2:00 PM, local prevailing time, Tuesday, May 29th, 2018 and then publicly opened thereafter.  Per Addendum 1, issued May 23, 2018, the Bid Due Date is now Tuesday, June 5th 2018 at 2:00 PM, local prevailing time.

The project generally includes: Construction of Blue Ridge Crozet Tunnel Rehabilitation and Trail Construction Project.  Phase 1 of the project was recently completed under separate contract.  Phase 2 includes the repair, rehabilitation and construction efforts associated with and lying within the Crozet Tunnel.  This phase of work includes implementation of recommendations detailed in the Tunnel Inspection Report prepared by Jacobs Associates dated November 30th, 2010.

Portions of Phase 3 of the project are included as add alternates to the Phase 2 work.  Phase 3 includes the western trail, western trail-head, and surfacing of the eastern trail. This work includes the following project elements: clearing and grubbing, installation of storm water pipe, temporary silt fencing, inlet and outlet protection, regular and borrow excavation, installation of aggregate and asphalt concrete,  fencing, construction signs, mobilization, construction surveying, installation of landscape, and signage.   That portion of Phase 3 not accepted as an add alternate nor included with this portion of the project will be constructed at a later time to be determined and under a separate contract.  The entirety of Phase 3 is included herein for informational purposes.
