Notice of Public Meeting for Reissuance of Synagro Nelson Biosolids Permit VPA01576

VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY

The DEQ has scheduled an informal public informational meeting reference the permit reissuance in Nelson County to discuss technical issues relating to the proposed pollutant management activity and permit action described in the VPA01576 application.  The meeting will be held on Tuesday, June 7, 2022 at 6:00 pm – in the Nelson County Courthouse-Old Board Room, 2nd Floor, located at 84 Courthouse Square, Lovingston, Virginia 22949.

DEQ is also providing notice of and an invitation to attend the meeting to landowners and residents adjacent to sites of the proposed pollutant management activity by direct correspondence, and to the public by publishing the notice in Nelson County Times not less than seven days prior to the meeting date. The notice of the public informational meeting will be published on May 26, 2022.  The permit application is available for review upon request.  An electronic copy of the application will also be available for download and review at: https://www.deq.virginia.gov/permits-regulations/public-notices/water/land-application-virginia-pollution-abatement.  Following the meeting, all parties will have 30 days to submit comments on the application.

Based on our review of the permit application and comments we receive at the public informational meeting, DEQ may draft a permit for the proposed pollutant management activity.  If DEQ drafts a permit, a notice will appear in Nelson County Times announcing our intention to issue the permit and inviting public comment on its content. This public comment period will run for 30 days from the date the notice first appears in the newspaper.

Public Notice – Environmental Permit Application

Purpose of notice: To announce an informational public meeting regarding an application to reissue an existing permit that allows the land application of biosolids and water treatment plant residuals in Nelson County.

Public Meeting: Tuesday, June 7, 2022 at 6:00 pm – in the Nelson County Courthouse-Old Board Room, 2nd Floor, located at 84 Courthouse Square, Lovingston, Virginia 22949.

PURPOSE OF PUBLIC MEETING: For the Virginia Department of Environmental Quality (DEQ) to exchange information with the interested public on technical issues related to the proposed permit reissuance such as: site-specific information that DEQ may consider when drafting the permit reissuance; the standard content of permits; and how the public can provide comment on a draft permit reissuance.

TENTATIVE AND FINAL PERMIT DECISION PROCEDURES:  Following the public meeting described in this notice, DEQ may draft a permit reissuance based on information in the application and, if a permit reissuance is drafted, DEQ will publish notice of the draft permit for public comment. That notice will include instructions on how to comment and/or request a public hearing on the draft permit. Based on comments received on the draft permit, DEQ may make a final decision on the permit, or hold a public hearing on the draft permit before a final permit decision is made. The public may review the permit application at the website named above, at the public meeting, by appointment at the DEQ office named below, or may request copies of the documents from the contact person listed below.
