Haines, Lecturer at the University of Virginia and former officer and Chief Historian of the Central Intelligence Agency. Intelligence agencies depend on secrecy yet in a democracy we believe in openness to keep the public informed. How has secrecy affected the interpretation of history? Dr. Haines will focus on Soviet espionage in the United States, Sen.
