NELSON MEMORIAL LIBRARY DESIGN AND CONSTRUCTION SERVICES
Nelson County seeks proposals from qualified architectural and/or engineering firms to provide professional services to assist the County in preparing architectural design, construction documents, bid specifications and construction services to provide for the completion of a construction project that will expand the current Nelson Memorial Library located at 8519 Thomas Nelson Highway, Lovingston, Virginia 22949.
The complete Request for Proposal, including the terms and conditions incorporated therein by reference may be picked up between 9:00 a.m. and 4:30 p.m. at the County Administrator’s Office at 84 Courthouse Square, Lovingston, VA 22949 or may be ordered by calling (434) 263-7003, emailing email@example.com or firstname.lastname@example.org, or by download from http:www.nelsoncounty-va.gov/. Proposals shall be received by Mr. Stephen A. Carter, County Administrator, at 84 Courthouse Square, P. O. Box 336, Lovingston, Virginia 22944 on or before 3:00 p.m. EST on August 24, 2018.
The selection process shall be by competitive negotiation. Factors to be used in selecting among Offerors are set out in the complete Request for Proposal(s). EOE

Blue Ridge (Crozet) Tunnel Rehabilitation & Trail Project – Phase 2
Nelson County, Virginia
Sealed Bids in duplicate on the referenced project will be received in the office of the Nelson County Administrator, 84 Courthouse Square, P.O. Box 336, Lovingston, VA 22949 until 2:00 PM, local prevailing time, Tuesday, May 29th, 2018 and then publicly opened thereafter. Per Addendum 1, issued May 23, 2018, the Bid Due Date is now Tuesday, June 5th 2018 at 2:00 PM, local prevailing time.
Bids may be withdrawn in accordance with the Code of Virginia §2.2-4330(a) Procedure (1). The Nelson County Board of Supervisors reserves the right to reject any and all bids in whole or in part, waive any and all informalities, and disregard all nonconforming or conditional bids or counter-proposals.
The project generally includes: Construction of Blue Ridge Crozet Tunnel Rehabilitation and Trail Construction Project. Phase 1 of the project was recently completed under separate contract. Phase 2 includes the repair, rehabilitation and construction efforts associated with and lying within the Crozet Tunnel. This phase of work includes implementation of recommendations detailed in the Tunnel Inspection Report prepared by Jacobs Associates dated November 30th, 2010.
Portions of Phase 3 of the project are included as add alternates to the Phase 2 work. Phase 3 includes the western trail, western trail-head, and surfacing of the eastern trail. This work includes the following project elements: clearing and grubbing, installation of storm water pipe, temporary silt fencing, inlet and outlet protection, regular and borrow excavation, installation of aggregate and asphalt concrete, fencing, construction signs, mobilization, construction surveying, installation of landscape, and signage. That portion of Phase 3 not accepted as an add alternate nor included with this portion of the project will be constructed at a later time to be determined and under a separate contract. The entirety of Phase 3 is included herein for informational purposes.

A pre-bid Conference will be held on Tuesday, May 15th, 2018 at 2 PM, in the former Board of Supervisors Room, 84 Courthouse Square, Lovingston, VA 22949. A site visit of the Blue Ridge (Crozet) Tunnel may follow the meeting. Site Visits at a time other than following the pre-bid meeting may be arranged by contacting the Nelson County Administrator’s Office.
Bids shall be accompanied by a certified check, cash or an acceptable bid bond in the amount of five (5) percent of the base bid for all bids over $100,000.
The apparent successful bidder must be a contractor licensed in the Commonwealth of Virginia prior to the commencement of construction in accordance with Title 54.1, Chapter 11 of the Code of Virginia as amended; and meet requirements of Title 2.2, Chapter 43, Paragraph 2.2-4311, Employment Discrimination Prohibitions, Paragraph 2.2-4312, Drug Free Workplace, and 2.2-4311.1 Compliance with Federal, State and Local Immigration Laws, Paragraph 2.2-4321, Contractor’s Certification of Non-Debarment, Form C-104 VDOT Non-Collusion All bid forms, to include the bidder’s qualification statement, included in the project manual shall accompany the sealed bid.
The contract will be awarded to the lowest responsive base bid and responsible bidder following tabulation and evaluation of each bid. Refer to Section 01950 “Measurement and Payment” for additional information. The Nelson County Board of Supervisors reserves the right to award the contract in whole or in part; and to accept or decline bid alternates as applicable within the project budget.
